Like any large government department, the Massachusetts Department of Transportation (MassDOT) is faced with unprecedented fraud risk. Fraud in government departments is particularly detrimental because it causes the loss of public money or property, hurts employee morale and undermines the public's confidence in government services.

Responsible for overseeing the Registry of Motor Vehicles, all Massachusetts’ highways and bridges, the state commuter rail and subway systems, 36 airports throughout the state, contract compliance, ageing infrastructure, road tolls, and the massive amounts of daily transaction data accumulating every day, the audit team at MassDOT must remain vigilant in assessing risk and cracking down on fraud.

Jim Logan, CPA, MBA, Director of Audit Operations at MassDOT, has over 30 years of audit, risk management, and special investigative experience with a proven track record of developing, leading, and implementing internal controls and asset protection programs, risk management processes, and fraud detection and recovery initiatives. Jim reports to the Secretary/CEO of MassDOT and the Finance & Audit Committee of the Board of Directors and leads a staff of 40 professionals conducting audits, reviews, special projects, and investigations across MassDOT’s Highway, MBTA, RMV, and Aeronautics business units and shared services.

Prior to joining MassDOT, Jim’s leadership has led successful audit departments across various industries, including Healthcare, Manufacturing, Insurance and Technology. After graduating from Bentley University, he started his professional career working for a major public accounting firm in Boston where he fulfilled all the requirements for licensure as a CPA. While working, he later attended Babson College to obtain his MBA. On his free time, Jim coaches youth sports in his community and is a member of the AICPA, MA Society of CPAs and the Institute of Internal Auditors.
